This study aims to draw attention, once again, to how the human and social capital potential of the province should be made more effective and mobilized through seminars and symposium such as new education and scientific conferences and new activies. In this way, it is aimed to display the benefits of establishing an experience sharing platform that enables sharing the experiences, information regarding how the works are carried out in real life, and to answer potential questions students may have about their future plans and work life. It emphasizes, in particular, the activities carried out in Bingöl province in line with national development targets. In line with this process, it aims to provide solutions by addressing the role of social capital and by determining critical steps needs to be taken. The way EkoFin shall contribute to improvement of the city and development move; to the efforts to increase the accumulation and productivity of human and social capital is analyzed in details.
