4 A Possible Way Out for Local Development: Efficient Use of the Social Capital

What is the way out for inland cities like Bingöl that have tough and mountainous geographical conditions? Is there any secret power which supports these little Anatolian cities in competition with big cities during the development process, in which these little Anatolian cities would be more advantageous? This study claims that there is actually no reason for Bingöl not to become a center of attraction firstly of Turkey and then in all the region, in time, just like how all prosperous cities and regions in the Western world became examples in science, education, finance and even food production that are today coveted and admired by the world. In this study, in which a new way out for cities like Bingöl is searched, various suggestions are offered to improve the provincial economy and its human capital, new required steps are offered to regulate regional and provincial economy in parallel with changes in the country and global politics and in an effort to develope and invigorate the regional economy. In this context, evaluating potential of social capital and revealing social synergy is reviewed as an important way out.
